Challenges, suggestions, and prospects of marine national parks in China

  • 摘要: 作为陆海兼备的大国, 国家公园是我国保护重要生态系统和生物多样性的最重要方式, 也是建设美丽中国的核心举措。当前我国海洋类国家公园建设和管理面临着海洋调查和科学认知不足、基础设施和专业人员缺乏、现行政策指导性不足等挑战。未来应围绕补足科技支撑能力短板、提升海洋保护综合成效、建设人海和谐的国家公园等三个方面实施有针对性的行动。通过海洋类国家公园的创建和引领, 实现填补海洋保护空缺、增加海洋保护面积、探索在深远海建设和管理大型海洋保护地的经验, 并与公海保护区及其他有效的区域保护措施等共同助力实现30%的全球海洋保护目标, 为全球海洋治理和构建海洋命运共同体贡献中国智慧与生动实践。

     

    Abstract: National parks are regarded as the most important way to protect important ecosystems and biodiversity in China, a big country with huge land and ocean, as well as the core measure to promote "Beautiful China Initiative". At present, the major challenges of marine national parks in China are insufficient marine investigation and scientific supports, lack of infrastructure and professional staff, and few specifications for marine ecosystem in the current policy guidance. In the future, actions were suggested to focus on three aspects: making up for the shortcomings of scientific and technological support, improving the comprehensive marine protection effectiveness, and building a harmonious marine national park. With the new designation of marine national parks, we hope to fill the protection gap, extend the marine protection scope, increase the experience of building and managing large-scale marine protected areas in off-shore seas. Marine national parks, with high seas protected areas and other effective conservation measures (OECMs), contribute to the goal of "at least 30% of coastal and marine areas will be effectively protected by 2030" in Kunming-Montreal Global Biodiversity Framework. Those will contribute Chinese wisdom and practice to global marine governance and the building of "Maritime Community with a Shared Future".
