Abstract: Planning is a crucial tool for ensuring effective management of national park construction, while planning system is an integrated whole that coordinates and merges in accordance with time and space sequences. With the progressive advancement of China′s national park system, from a top-level design perspective, the demand for planning, particularly planning systems, has become increasingly strong in terms of high-level protection and high-quality development across various national parks. Currently, there is no definitive conclusion on how to construct the national park planning system. Based on domestic and international practices, expert research, and policy guidance, this paper takes Qinghai Lake as an example to elaborate on the planning system framework and system scheme of Qinghai Lake National Park "1+1+10+X", including the establishment plan of Qinghai Lake National Park (1), the overall planning of Qinghai Lake National Park (1), the special planning of Qinghai Lake National Park (10), and some guaranteed systems (X). By studying the construction of the planning system for the of Qinghai Lake National Park, it is expected to lay a solid foundation for the high-standard creation, high-level protection, and high-quality development, and provide valuable Qinghai Lake experience for the construction of the national park planning system in China.
