Analysis on unifying management mechanism of interprovincial national parks

Abstract
Due to "Administrative-region Administration", interprovincial competition, etc., the unified management of interprovincial national parks has become one of the main difficulties in the current national park system reform. In this study, we discussed the connotation of unified management of national parks, summarized and analyzed the progress and existing problems of the reform of unified management of interprovincial national parks, and put forward corresponding countermeasures and suggestions. The unified management of national parks should take the unified management system as the premise, the unified management system as the basis and the unified information platform as the support. The problems of unified management of cross-provincial national parks are prominent, which are mainly manifested in the lack of unified decision-making and management subjects at the governance organization level, the imperfect unified legal and regulatory system at the institutional level, and the difficulty in establishing a unified information management platform at the technical level. In this regard, we should build a "decision-execution-supervision" collaborative governance mechanism with central leadership making overall plans and inter-provincial coordination, build a unified information management platform, establish a unified planning, unified standards, unified policies, separate implementation mechanism, build an information sharing mechanism and an effective incentive and restraint mechanism, improve the operation guarantee mechanism, and promote coordination and cooperation legislation. At last, we put forward three forms of legislation for the unification of cross-provincial national parks: the regulations of The State Council, the coordinated legislation of each province, and the regulations formulated by the National Forestry and Grassland Administration and the people′s governments of related province.
